The Authority of the 1666-1667 Moscow Council

As the 1666-1667 Moscow Council completely changed the method of receiving Latins into the Church and formally anathematized those who refused to accept the liturgical reforms of Patriarch Nikon and Tsar Alexei, and because those in the Russian Church today who insist on receiving Latins and Protestants by chrismation or confession of faith rely primarily on this council, the authority of this council remains an important question. Regarding the Old Rite and the Nikonian reforms, how could a council anathematize Orthodox who wanted to continue using the liturgical books that had been handed down to them over centuries? How could the Russian liturgical customs followed by so many Russian saints for centuries now be considered heretical?
